Does IP geolocation show a person’s exact address?

No. IP data describes network-associated geographic context and may reflect an ISP or intermediary. Do not treat it as an exact personal location.

Can I retrieve a timezone for known coordinates?

Yes. Reverse geocoding with timezone returns location and timezone fields for the latitude and longitude you supply.

Why should I supply the IP explicitly?

An omitted IP may query the service caller’s network. Providing the target address makes the lookup relevant to your actual question.
