Will creating an invoice email the client?

Emailing is a separate option. Ask to save the invoice without emailing or marking it sent if you want to review it first.

Does recording a payment charge the customer?

It records a payment and can allocate it to invoices. It does not initiate a customer charge through this operation.

Can I use a self-hosted instance?

Yes, with a publicly reachable HTTPS instance URL and its API token. Leaving the URL blank uses Invoice Ninja Cloud.
